Representative James moved and asked unanimous consent that the                                     
following committee substitute be adopted in lieu of the original bill:

    "An Act amending the definition of group health insurance, and                                  
    allowing the Department of Administration to obtain a policy or                                 
    policies of group health care insurance for employers that are                                  
    small businesses, nonprofit organizations, special services                                     
    organizations, or small associations for insurance purposes; and                                
    providing for an effective date."

CSSSHB 315(FIN) be considered engrossed, advanced to third                                          
reading, and placed on final passage.  There being no objection, it was

**The presence of Representatives Williams, Moses, and Kott was

unanimous consent that they be allowed to abstain from voting due to                                
a conflict of interest.  Objection was heard, and the members were                                  
required to vote.
